In May 2017, a Spanish Enterprise Europe Network partner sent a project partner search on behalf of Cluster Energia, Basque Energy Cluster, to Danish network partners. It was the start of a flagship project for Energy Cluster Denmark, which will now, together with other European clusters, position Europe as the world's technological and industrial leader in Blue Energy.
The original project partner search was under the EU cluster program Cluster Go International. The program, which is part of the EU Framework Program for Small and Medium-sized Enterprises COSME, aims to intensify cooperation between cluster and business networks across European countries and sectors, thus supporting the establishment of European strategic cluster partnerships in industries of strategic interest to countries and markets outside Europe.
Spanish Cluster Energia was at the head of the project proposal "Europe Leading Blue Energy (ELBE)", which aimed to bring together European clusters and competencies within the blue energy area.
Throughout the years, Enterprise Europe Network Denmark has had close contact with Danish clusters, so the partner search was immediately communicated to Offshoreenergy.dk, which joined the project consortium and helped shape the application, so it was approved for co-financing. When Offshoreenergy.dk became part of Energy Cluster Denmark in 2020 - the new cluster for the entire Danish energy sector - they took over the Danish ELBE partnership.
The project partnership, which has a total of seven European clusters, was given the framework in 2020 to take the next important step: positioning the European clusters and competencies targeted at new markets such as the USA, Canada, Taiwan, Japan and South Korea. This is done through the new project "ELBE PLUS - European Leaders of Blue Energy", which started in September 2020 and ends in August 2022. The new project will support the construction of new value chains.
- ELBE PLUS will help to clarify market opportunities for Danish SMEs and position them to establish strategic cooperations in new markets, e.g. floating wind and wave technology outside Europe, says Gustavo Ferraz de Luna, International Project Manager, Energy Cluster Denmark.
